Background:

Dastid Pallaska is an Attorney at Law specialized in banking and finance, mergers and acquisitions and project finance. Between 2008 and 2009 Mr. Pallaska served as a Senior Counsel in the Vienna office of an international law firm from where he oversaw the firm’s dispute resolution practice group in South and Eastern Europe and served as the firm’s quality assurance officer for this region. He was also responsible for serving the firm’s foreign and multi-national clients in a number of industries including, but not limited to, banking and finance, insurance, energy and defense.

Prior to joining the firm, Mr. Pallaska worked for over seven years for the U.S. Department of Justice office in Prishtina. In his capacity as Legal Specialist Mr. Pallaska developed and managed programs worth around $4.5 million aimed at developing and reforming Kosovo’s justice system. His key accomplishments in this position included the development of the policy paper on restructuring Kosovo’s justice system, development of the laws on the court system, prosecutorial service and police as well as drafting of the law against money laundering, the law on vetting procedures for the appointment of judges and prosecutors as well as the law on negotiated guilty pleas. Additionally, Mr. Pallaska was a member of the United Nations Mission in Kosovo expert working group that drafted the Commentary of the Kosovo Criminal Procedure Code and was instrumental in establishing Kosovo’s first legal clinic in the University of Prishtina. He was also one of the initiators for the establishment of the Kosovo Public Prosecutors Association. His aforementioned accomplishments were recognized by the U.S. Department of State through six prominent awards, the most prestigious being the Superior Honor Award, signed by the Assistant Secretary of State.

Between 2009 and 2011 Mr. Pallaska served as the lead external expert in the process for the establishment and consolidation of the Constitutional Court of the Republic of Kosovo. In March 2012 the Constitutional Court of Kosovo awarded Mr. Pallaska a Certificate of Appreciation for “invaluable contribution to the establishment, consolidation and success of the Constitutional Court of the Republic of Kosovo and […] dedication to the advancement of constitutional justice in Kosovo”. In 2011 Mr. Pallaska was appointed by the President of the Republic of Kosovo as an independent expert to the Commission for Constitutional Amendments of the Assembly of Kosovo. The engagement of Mr. Pallaska as an independent expert was concluded when the Constitutional Court of Kosovo on 20 July 2012 issued the decision to extend the mandate of the President of the Republic of Kosovo until 2016. As a recognition for Mr. Pallaska's work, the President of the Republic of Kosovo on 26 October 2012 awarded Mr. Pallaska with the Recognition for the "invaluable contribution to the promotion and protection of constitutional justice... while showing a great example of serving the country on voluntary basis." Finally, from 2011 until 2014, Mr. Pallaska served as the Secretary General of the Board of Governors of the American Chambers of Commerce in Kosovo and chaired the Alternative Dispute Resolution Center of this chamber.
